Executive Leadership

Barr. Halima Ukagha

Executive Director

Barr. Halima Ukagha is the Chief Executive Officer of Total Life for All Community Development Initiative (TL4A), with extensive experience in humanitarian, community development, gender, child protection, and programmes supporting vulnerable populations.

She holds an LL.B (Hons) from Ahmadu Bello University, Zaria (1998), a Barrister-at-Law (BL) from the Nigerian Law School, Abuja (2003), and a Diploma from Dunamis School of Ministry (2014).

Barr. Ukagha has undertaken extensive training and professional development in gender, human rights, HIV/AIDS prevention, monitoring and evaluation, child rights, psychosocial support, OVC case management, community development, and programme management. Her capacity-building experience includes training facilitated by EUCORD through USAID (2009–2011) on OVC care and support, M&E, HIV/AIDS peer education, psychosocial support, programming cycles, referral networks, and supportive supervision. She also participated in OVC and community development training with the Institute of Human Virology Nigeria (IHVN) in 2017, including training on better parenting skills, savings groups, and OVC case management.

Her commitment to gender and human rights has included participation in major regional and international forums, including the 41st Session of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in New York, USA (2008) and sessions of the African Commission on Human and Peoples’ Rights in Ghana (2007) and Congo-Brazzaville (2007). She has also received training in mainstreaming gender into HIV/AIDS programming, child rights monitoring and documentation, female genital mutilation/cutting, and M&E fundamentals.

Through her work with organisations including Women Aid Collective (WACOL), Teens and Youth Empowerment and Capacity Enhancement (TYECE), EUCORD, USAID-supported programmes, and IHVN, Barr. Ukagha has developed strong expertise in working with women, children, youth, caregivers, volunteers, and other vulnerable groups.

At Total Life For All Community Development Initiative (TL4A), she provides strategic leadership towards the organisation’s mission of promoting quality education, healthcare, human rights, protection, women’s empowerment, and sustainable economic opportunities for vulnerable and underserved communities.
